The lack of long-term period of national forest policy is the main lag reason compared Russian forestry ministry with the world level. It same like the announcement made on Working meeting of Forestry Group Committee on May 21,2007. This is a meeting for realization of Russia Forestry Program for Russia Party “Unity of Russia”. It aims at achieving the high standard national living guarantee and the national economic security and stability.

Due to many timber-purchasing enterprisers have no ability to pay off; the renting ties have became the formal relationship.

Now the forestry sectors economy is in the midst of a crisis. The growth speed of industrial product scale has been lower 2.8%, it is essentially below the industrial growth rate（3.9%） of the overall Russia industry. Forestry department plays a minor role in the Russia economy, the obvious data just as follows: 0.65% GDP, 3.2% of industrial production, 3.2% of Russia Export, 7.4% of workload. Such as the west region, Eastern Siberia, the Far East region, there are very low on Forestry industrial comprehensive development region, and it shows the basic forest logging enterprises and limited Market, especially the small and low-quality wood.

Due to the higher fund consumption rate and remote, there is less attractive for investment and construction. As for railway freight, such as the export of paper birch wood exceeds its production cost, the birch at a distance of 750 km and 1,200 km and high length will become unprofitable. On year 2006, the increasing of all types of pulp wood products (except for pulp, paper and cardboard) and its favorable price situation caused the exportation rising. Therefore, according to the information, 2005 log rising export cost increased to 7.8%, sawn timber 7.1%, wood fiberboard8.9% paper and cardboard 10.8%.
